A SpeakOut sim will work in a locked Rogers phone. It seems like you cut it wrong. Even if it's off by a slight fraction, you'll get the "SIM not recognized" message.

Perhaps the S2 LTE doesn't accept SO sim cards?

I've inserted the perfectly cut sim and it doesn't even recognize the card.. It just stays no sim, insert sim card.

Just a thought, but maybe there are different revisions of SpeakOut sim cards, like AT & T in the USA has different revision sims. Just speculating though.
