I need help on how to get the new server proxy into my IPad, I can change it on WIFI but not on the 3G network from Speakout, or any other network, I guess.

The Proxy server as given to me from Speakout is:
APN = goam.com
Username = wapuser1
Password = wap
Proxy = 10.128.1.69
Port = 80

I cannot find the Proxy settings, can they be changed in 3G?

You will need to download the iPhone Configuration Utility from here

Open the utility and create a new profile. Then plug your iPad in and select it from the panel on the left. You can then install the profile you just created. You have to accept the change on your iPad, then you will be good to go.
