Hi, I'm a bit confused as to whether speakout data is 2G or 3G seems like people are getting both? Is whatever speed you get fast enough to use the skype App with in people's experiences? I want to use a Nexus S phone with Speakout.

No, don't do it. It's just not worth it.

Until recently, Rogers had been actively blocking VOIP from working with Speakout. Even though Skype is not blocked as of now, the voice quality over 3G is not very good. Skype over 2G should work, but the latency is so high, it is like talking through a walkie talkie. And that is assuming the voice quality is not garbled.
In any case, VOIP with Speakout is not an optimal solution.
