I am planning to purchase a used unlocked Blackberry Curve 8520 or a Blackberry Bold 9000 for use with a Speak Out sim. Often comments in electronically posted ads note that the “BBM works and the pin is free”. What is the BBM? What is the pin?

BBM is the Blackberry messenger service.
As for the PIN, When manufactured, each BlackBerry device is assigned a unique personal identification number (PIN). This allows identification of each BlackBerry and ensures that mail destined for a particular individual is delivered correctly.

I have a BB Pearl 8100. I have tried several times to pin someone to no avail. I don't think BBM works without a data plan. Can someone confirm this?

BlackBerry Messenger requires access to RIM's BlackBerry Internet Service. And that requires a subscription. A standard data plan is not sufficient to use BIS – your telco needs to register your handset with RIM and they pay a monthly subscription fee to RIM. SpeakOut does not offer this service.
