Current fee: $1 deduction from total credit balance per month, no way around it.
Reason to buy: 7-11 prepaid Speak Out best for no contract, no system access fee, no credit check, you control how much credit to buy
Credits can be brought at any 711 store, and there are usually promotions sometime in the fall or summer
Coverage: Speak Out is own by Rogers Communications so equal to Roger's Network Coverage
Number is Vancouver local number; you can change the current phone number of the SIM for a fee of 10$.
