They shouldn't be.

I got the Nokia 2630 from PetroCan and inserted my Rogers SIM into it, it worked perfectly well.

PCan's site FAQs "general -#4" says the the phones must be PC branded. I purchased a PCan phone and SIM last week. I plan on testing the PCan SIM in my unlocked/debranded Fido (Sony Ericsson Z550a) in the next couple of days and will post the results.

I recently purchased a C3 from Petro and its locked and its close to impossible to unlock – I went all over the web and tried like 3 services. I went to Pacific mall and every time I mentioned the word Nokia C3 they looked at me like I brought a bomb (I didnt even mention that it was Petro or Rogers). Look at the response Petro gave me about unlocking:

Good morning Makar Yeliseykin,

Thank you for contacting Petro-Canada Customer Service online.

We don't have the unlock codes. We attempted to get a process for this from Nokia, but it was too complicated and had big risk a damaging the phone permanently. Generally we have been directing customers to third parties that provide this service for a nominal fee. They can be found in most shopping malls in little Kiosks.

Nokia website officially said – they do not have anything to do with locked codes and that I should contact my mobility provider…..

I dont know what to do.
