PC has a different approach to deals than SO – SO has monthly ones but PC runs theirs for 3-4 months. The current one runs until August 31.
Having said that, I just sent a email inquiry to them to find out.

I don't think there will be another new PCan promotion in July because their current promotion will run until Aug. 31/08.

Considering PCan has 14 days return policy, can't you just buy the phone, take the sim out and return it hoping the seller will not notice? Wouldn't this beat any possible promo?
Thinking about it it's a win-win situation as well, well maybe less for PCan since they don't sell a phone but then you are still going to buy the airtime from them every time.

I wouldn't recommend doing this cause it's an abuse of the return policy. If more & more people take advantage of this, the company may finally cancel its return policy and it is we as consumers to suffer, not the company.

And what is the retailer supposed to do with a phone that has no SIM? What is the next buyer of that phone supposed to do if the retailer does not notice that there's no SIM?
How is this "win-win"? This is theft, plain and simple
