I have an unblocked Nokia 1208 that I want to use as an emergency- on -the- road phone for 3 months in the USA west. What is the cheapest SIM card that I could buy ?

It may be cheaper buying a prepaid kit, like Tracfone or Net10. I have found in my travels that GSM coverage out west in the USA can be more spotty than coverage with a CDMA carrier like Verizon. Take a look at each providers coverage maps (AT & T and Verizon Wireless), and then decide if you want to stick with GSM, or go with CDMA. It all depends on the locations you will be visiting of course.
