Hi,
Before I sign up with SO, I'd like to know if

is still accurate? I'd be making calls from the 416 area to the 905 area and I'd like to know if it's still considered a local call. Thanks.

Yes, that grid is accurate, and calls to and from those area codes are considered a local call.

No problem 
Calls from area code 416 to area codes 519/226 are also considered local calls. SpeakOut has a huge local calling area.
