Free to change your phone # if the area code is also going to change, that is you moved from one city to another. Normally $10 free if no area code change. I just called to change a number from Kingston 613 to Toronto. Thus it was free.

I guess this applies for both PCan and SO?
So if I buy a second hand sim that has the same area code with the number I want to port over then I have to pay 10$ right?

Porting in the phone # is always free for both PCan & SO when it is new. The question is if they will do it now because your 2nd hand sim probably from sometimes ago. You have to call them to ask.
